Im englischen ist der Name der Karte Dynamic: Reassign an unrevealed order token from one of your units to another unit without an order unit or activated marker.
That order token can even be salvaged a unit right after if was destroyed.
In HOS ist der Wortlaut für die Dynamic Karte nochmals anders formuliert:You can move one of your order tokens onto a unit that doesn't have one, and has not yet acted this turn. (has no activated marker)
